Stalin, during those days busy working out and directing operations for the defeat of Denikin, turned
his attention to Moscow by sending continuous loads of food to the Red capital. The first thing that
Kaganovich did when he became chairman of the Revolutionary Committee of Voronezh, which had been
liberated from the whites, was to send to Moscow all excess food supplies that were discovered in Voronezh.
Moscow, cold and dark, in which the brains of the Party were hard at work reconstructing the world, was
in need of food more than anything else during those days. It was no calamity if the street cars did not
run, if apartment houses had only two hours of electricity per day, and not every day at that. Arms were
being forged in Moscow factories, arms that defended the Revolution. Lines of Red Army men passed
through Moscow, en route to the front to defend everything that had been won by the October Revolution.
These men needed bread, they above all others. The struggle of Moscow, during those years was a struggle
to keep from going hungry.

The fire of Revolution, the flames of tremendous victories of the Five-Year Plan —these were necessary
to change the face of Moscow, and old Mosoow was unable to withstand their attack.
Beautiful factories and entire sections of new apartment houses grew up on the outskirts of the
proletarian capital. Okhotni Ryad, in the center of town, crumbled away, one fine day. Okhotni Ryad was
not merely a lane of ancient looking, low houses saturated with the stench of rotten food; Okhotni Ryad
was also a symbol of ancient traditions.
The next to go was the golden cupola of the Church of Christ the Saviour. The monument of Minin and
Pozharski, and that of Pervopechatnik moved over to a New abode. Trees grew up in places formerly
scattered with the shells of sun-flower seeds. New streets, boulevards and squares came into being. Not
only did decrepit houses crumble to the earth, but even entire sections came down. And when the
reenforced concrete tubes were laid in Moscow ground for its first subway, the city began to change so rapidly that the Muscovites themselves are almost unable to recognize the old familiar places.
It is a long time since we have read a guide to Russia issued abroad for tourists. We do not know what
peculiarities may be ascribed to the Red capital by the bourgeois travel guides. She has everything that
various cities of the bourgeois world pride themselves in, and much that Is not to be found in those
cities. And still more of the uncommon will be found in Moscow during the next few years.
There is not a single city in the capitalist world that is able to know what its future will be, how it will look in three, in 10 years. It is only the creative power of socialism, which overcomes everything
in its way, that can permit itself such visions of the future.
The likeness of the Moscow of the future is already being pictured with such exactness today, as though
we had already lived in this beautiful city.
Recent years have shown that the plans which the Government of our country and the Party confirm, are
aLways fulfilled. The plan for the reconstruction of Moscow has been worked out in all its details. The
leader of revolutionary progress, Stalin, and his closest counselor and indefatigable master builder of the Red capital, Kaganovich, as well as large numbers of outstanding engineers, architects, economists
and planners participated in the work.
The plan for Moscow’s reconstruction, which has just been approved, is a document of tremendous value.
It testifies to the growth of our demands, to the increase In our possibilities, to our faith in our
strength. It testifies to the invulnerable faith of the entire population of our great fatherland in the
advent of a new era for humanity, in the inevitable victory of Communism.
